The Marquette Public Arts Commission (MPAC) is seeking a qualified artist(s) or artist group to design site specific art projects ("Artworks") for Creative Parks 2022. The program is designed to support artists and expand community by focusing on what binds us together as residents of Marquette, MI.

Creative Parks 2022 will provide artists with capital to support a small project with a big impact in a Marquette public park. This year we will highlight Lighthouse Park. Public projects may take many forms but must be outdoors and publicly accessible as well as highlight the character of the location and engage the community. Projects could manifest as temporary sculptures, installations, performances, temporary murals, etc. The project aims to celebrate art and create vitality in our parks while supporting and celebrating artists by providing them with a small stipend to help support their projects.

Creative Parks 2022 is modeled off a project which took place in Boulder, Colorado, which was similar in spirit to the Work Projects Administration (WPA) of the 1930s. See Boulder project here: https://boulderarts.org/public-art/creative-neighborhoods/covid-19-work-projects/

REQUIREMENTS:

Artist/Artist Group must live within the City of Marquette as defined by the City boundaries.

Submission is open to any Artist/Artist Group who can work legally in the United States and is led by an individual who is eighteen years of age or older.

SCOPE OF WORK:

In addition to creating the artwork for this project, the commissioned Artist/Artist Group will work collaboratively with MPAC and the Office of Arts and Culture in the development of plans for the implementation of their artwork including exhibition schedule and installation, specifications for the artwork installation, and its promotion. Artists will work with Office of Arts and Culture to deinstall the work and ensure the site is returned to its original condition.

Date of installation will be scheduled and confirmed with Office of Arts & Culture.
Artwork must be removed by September 30, 2022.

The project will further MPAC goals:

  • Make Marquette known as a haven for works of significant artistic merit.
  • Integrate public art into all aspects of the community and make art openly available to all citizens.
  • Create distinct places, spaces, and objects that distinguish the character of the City.
  • Educate the public about local history, culture, and values through public art.
  • Increase the City’s standing as both a tourism destination and a desirable place to live.
  • Highlight the efforts of local artists.

ARTWORK & DESIGN SPECIFICATIONS:  

  • The artwork must be appropriate for all ages.
  • Artwork must be safely installed at the selected site.
  • All materials used must be suitable for outdoor settings.
  • Proposals and designs must be approved by MPAC.

EVALUATION PROCESS:

Award recipients (Artist/Artist Group) will be selected based on the application materials submitted including:

  • Quality of proposal; please provide a budget, sketches, and timeline for your plan to help communicate your vision
  • Project accessibility; the work must be physically accessible to a wide audience
  • Feasibility
  • Alignment with MPAC goals (as stated above)

AWARD/PAYMENT:

Artists will be granted a maximum of $1000 to complete their project
Cash awards: Artists shall be paid half of the award upfront and half upon project completion.

PUBLICITY:

Press releases and all promotion must be handled through the City of Marquette Office of Arts and Culture.

INSURANCE REQUIREMENTS:

The Artist/Artist Group shall maintain insurance that is sufficient to protect the artist/artist group against all applicable risks. A Certificate of Insurance will be required prior to the performance of work assignments. The Artist/Artist Group will be held responsible for any damage to public or private property.

DISPLAY AND PROMOTION:

Artist/Artistic Group grants CITY OF MARQUETTE/MARQUETTE PUBLIC ART COMMISSION: (a) permission to reproduce for publicity, educational, and other non-commercial purposes, the right to display the Artwork during the agreed-upon time, at the approved site and on the associated websites (b) the irrevocable right to use images of the Artwork in materials about or relating to the exhibition of the Artwork and to allow others to do so, in all media now known or later developed and including the Internet and the World Wide Web, provided that such use shall not be for commercial purposes. It is understood that the general public may photograph artworks while on exhibition. This grant shall survive the termination of this Agreement. The artist or artistic group acknowledges that the artwork is intended to be temporary and may be removed by the City at any time for any reason. The artist or artistic group agrees that their work shall remain on display for the duration of the agreed-upon time unless damaged or deemed unsafe to the public.

Artist/Artistic Group grants CITY OF MARQUETTE/MARQUETTE PUBLIC ART COMMISSION the irrevocable right to use Artist/Artistic group name, photograph, likeness, statement, and biography in connection with Creative Parks 2022 and correlating materials. The grant shall survive the termination of this Agreement.

Artist/Artistic Group represents and warrants that they: (a) are the sole creator of the Artwork; (b) is/are the owner of the Artwork and all of the rights under copyright in the Artwork; (c) has full authority to loan an image and appropriate caption information of the Artwork, and grant the rights provided in this Agreement. Artist/Artistic Group further represents and warrants that nothing in the Artwork defames any person or entity, infringes any copyright, or otherwise violates the rights of any third party.

This Agreement shall be deemed to have been made under and shall be construed and interpreted in accordance with, the laws of the State of Michigan, without respect to the application of such state’s conflict of law rules. The parties to the Agreement each agree that the venue for any dispute or arbitration shall be in Marquette County, Michigan. This Agreement constitutes the entire understanding between the parties. Its terms can be modified only by an instrument in writing signed by both parties.
